| General Announcement |
|
| This is the fifth round of "Digital Creators Competition (DCC),"
an animation competition intended to stimulate the content industry, strengthen
its international competitiveness, discover such creators as able to become
leaders of the next generation and present them to the industry. |
|
| Digital Creators Competition 2008 General Rule |
| (1) International |
|
Both Japanese domestic applicants and overseas applicants compete for DCC's
Gold Wing Award (x 1), Silver Wing Award (x 2) and Excellence Award (x
3). |
| (2) Applicants |
|
Applicants can be individuals or groups of people. No companies can apply.
Company employees can produce their works as individuals and submit them as individuals. There is no restriction about the age of the applicant. |
| (3) Submissions |
|
| a) |
Submissions to be animations which are three minutes or less in duration;
not to be interactive; to be created for the creator's own purposes, not
for the company's or organization's; not to have been paid for; to make
full use of CG technology; and to use only those materials including sound
that the applicant has right to use.. |
| b) |
Submitted materials will not be returned. (Please keep a copy for you.) |
| c) |
Only one submission per one applicant (group) will be accepted. |
| d) |
Cost for submission to be borne by the applicant. |
| e) |
Applicants should agree that submitted works, whether they win or not,
may be screened, displayed, copied, printed or posted on website by the
organizer or organizations that have the permission to do so from the organizer,
in order to receive no-profit publicity. |
| f) |
Winners might be asked to resubmit media with higher resolution for screening in a large size. |
| g) |
Works which are offensive to public order and morals will no be evaluated
for the awards. |

| (4) Judges |
|
| a) |
The DCC 2008 judges will be as follows: |

| (5) Awards |
|
| a) Gold Wing, Silver Wing and Excellence Awards |
|
The creator of the work evaluated as best will receive Gold Wing Award which comes with 200,000 Japanese Yen scholarship money; the creators of second and third best works will receive Silver Wing Awards which come with 100,000 Japanese yen per creator; creators of fifth, sixth and seventh best works to receive Excellence Awards which come with 50,000 Yen per creator.
“No" transportation or accommodation expense to attend the awarding ceremony will be paid by the organizer. |
| b) KOCCA Director's Award |
|
The creator of the work evaluated as best among those submitted from Korea
to receive KOCCA Director's Award, which comes with 200,000 Japanese yen
scholarship money. (KOCCA: Korea Culture & Content Agency.) |
| c) Quebec Award |
|
The creator of the work evaluated as best among those submitted from Quebec province of Canada to receive Quebec Award, which comes with 100,000 Japanese yen scholarship money. ("No" transportation or accommodation expense to attend the awarding ceremony is currently planned to be borne by the organizer. |
| d) SoftBank Award (New!) |
|
This award comes with 100,000 Japanese yen scholarship money. ("No"
transportation or accommodation expense to attend the awarding ceremony
will be borne by the organizer. |
| e) Toei Amine Award (New!) |
|
This award comes with 100,000 Japanese yen scholarship money. ("No"
transportation or accommodation expense to attend the awarding ceremony
will be borne by the organizer. |
| f) Vocational Training Award |
|
Winners of the Gold, Silver and Excellence Awards who live in Japan and
have intention and legal right to work in the Japanese animation industry
will be given vocational training sessions from those who are active in
the frontier of the Japanese animation industry. The curriculum will be
tailored as much as possible to each trainee's need. The training session
will be given in Japanese. |

| (6) Awarding Ceremony |
|
The awarding ceremony is scheduled to be held in National Museum of Emerging
SCience and Innovation (Miraikan) in Tokyo on October 25, 2008. |
| (7) Dispute |
|
These rules should be construed, interpreted and applied in accordance
with relevant Japanese laws. In the event of any legal dispute, Tokyo District
Court should be named the agreed court of exclusive jurisdiction at first
instance. |

| DCC 2008 Submission Rules, Tentative as of June 25, 2008 |
| (1) Application Form |
|
The attached application form to be filled out, printed out and attached
to your submission of the work.. |
| (2) Media |
|
The work to be submitted as DVD-R or CD-R. |
| (3) Data Format |
|
The submissions:
(a) To be able to be played with Windows Media Player, or
(b) To be able to be played with Apple Quick Time, or
(c) To be in DVD Video Format, Region-free (Please indicate NTSC or PAL)
and to be able to be run on Windows XP, Mac OS9 or Mac OSX. |
| (4) ID on Submission |
|
A label showing applicant's name and title of the work to be affixed on the submission. |
| (5) Deadline |
|
Submission should arrive in DCAJ's Office by Wednesday, September 10, 2008; 5:00PM.
Late arrival will not be evaluated for the awards. |

| Other Important DCC 2008 Rules |
| (1) Competition Results |
|
Winners will be informed by e-mail of their works having being selected
between October 1 - 15. Those who did not receive awards will not be notified
of the result.. |
| (2) Agreement on the Rules |
|
By submitting their works, applicants are regarded as agreed on all the
DCC 2008 rules which are mentioned here. |
| (3) Copy Rights (Repetition of General Rule (3) -(a)) |
|
Applicants are considered to have ensured that their submissions do not infringe on the rights of other people and that they have obtained permission from the copyright holders as to any portion they use in their works, including literary, artistic, cinematographic, and photographic works, and musical compositions. If any claims as to copyright infringement or demands for compensation for damages are to be raised by third parties, applicants must take responsibility and deal with them at their own cost. The organizer accepts no responsibility or liability in this matter. |
| (4) Exposure |
|
Winner works will be screened on various occasions. DCC 2007 winner works,
for example, were screened at Tokyo International Anime Fair in March 2008
and will be shown in a DCAJ presentation which will be held at Siggraph
in L.A. in August 2008. They were also shown on the large screen of the
Q-front Square in Shibuya, Tokyo. |
